Public Safety is becoming an increasingly expensive cost of doing business for the many business districts plagued with graffiti, litter, vandalism, and panhandlers that give the public the mistaken notion that the district is not safe or a good place to shop.
The APNBA board agreed that the presence of graffiti cost them time and money and gave the perception that their district was crime-ridden and possible unsafe. After graffiti they said that vandalism, trash, litter, and car prowls, the homeless, panhandlers, drug dealers, and shop lifters adversely affected their customers.
