2006 to be a busy year for APNBA
The following two articles introduce opportunities for helping business districts adapt and change without losing their identity. A third opportunity to discuss and manage change is the Mayor's Visioning process. APNBA is applying for one of the Mayor's grants to bring the visioning process to the business districts to get your unique view of the next 30 years. A fourth opportunity is APNBA's Prosperity 2006 symposium, tentively scheduled for October 3, 2006. The first planning meeting is January 8, see Coming Events below.

When you hold your annual meetings in the next few months, elect a delegate to the APNBA board and make your opinions and needs known.

LISC, Help for Portland's Business Districts?
LISC, the Local Initiatives Support Corporation, is a national organization with a community focus. Through its Center for Commercial Revitalization, it works with Community Development Corporations (CDCs), to provide technical assistance, training, and resource materials in support of district revitalization. Their funding comes from a combination of grants and corporate donations and their financial offerings include investments, loans, guarantees, and grants.

Benefits Drawbacks
Experience revitalizing communities No LISC office closer than California
Management analysis Few local corporations to provide funding
Training, advice, and education Only two CDCs with commercial development experience
Financial assistance Unlikely financial support from the City
Support local maintenance funding Most BDAs are not "distressed" or "dormant"

Senior Program Director Shelia Daniels and Western Region VP Austin Penny Jr visited Portland, toured portions of the City, and said they might be able to work something out so that, even if we couldn't find development funding, they could offer their training, advice, and market analysis by working closely with another Portland based development group. Visit the LISC website at www.lisc.org and give us your opinion about whether LISC can help Portland's business district associations.
