APNBA Watch List
These are some of the programs and policies that the APNBA believes have the potential to affect both business associations and their businesses. In no particular order:
  • CROW - Containers in the Right of Way - the effort by the City to figure out what to do about commercial trash containers that block sidewalks. Since Portland has no alleys and businesses are built to the sidewalks, where do trash receptacles go?
  • Tree Lighting - Although this is on hold for at least a year, APNBA continues to monitor the problem and the problem solution.
  • Postal Rates - in the next year, postal rates are likely to increase and additional requirements added, including printing the postal Bar Code on all mailing labels.
  • Noise Ordinance - APNBA is researching ways to have the noise ordinance apply to other units on the same lot in addition to neighboring lots. Unwelcome noise might be an unintended consequence of the new Commercial Mixed Use (CM) zone, where housing is built above commercial space.
Other items will be added as they arise and APNBA will work with the agencies to point out consequences to small businesses and to help create win-win solutions.

What would you do?
Sojourn Theatre's One Day is travelling around Portland for the next three weekends. The show is based on the work of visionPDX's civic engagement and Sojourn's own research. One Day tells the story of 8 fictional Portlanders (composites based on themes drawn from the research) and the choices they have to make within a 24-hour-period in our city. Then, the play opens up and invites audience members to talk with the characters about their choices. Part multi-narrative performance, part civic dialogue, One Day asks - what would you do?

Performances are Fridays & Saturdays 8pm, Sundays 2pm on the following dates:
  • November 3, 4, 5 - DaVinci Middle School auditorium, 2508 NE Everett Street
  • November 10, 11, 12 - Marshall High School auditorium, 3905 SE 91st Ave.
  • November 17, 18, 19 - PCC, Cascade Campus, 705 N. Killingsworth
All performances are free of charge. Simply pick one night (and bring friends / family / coworkers with you!), and RSVP to the number below. For reservations (strongly suggested), please call 503-823-4430 or email plvision@ci.portland.or.us.

Changing the Business License Fee?
November 2nd at noon at JJ North's Grand Buffet, 105th and NE Halsey, Commissioner Adams holds a town hall to discuss potential changes to Portland’s Business License Fee. Before presenting his proposal to City Council, Sam wants to discuss possible options for easing the tax burden on small businesses without poking a hole in the City's budget.

For further information, please contact Warren Jimenez, Senior Policy Director at 503-823-4541 or by email at wjimenez@ci.portland.or.us
