Portland Business 2.0 - How to do Business in the 21st Century
The conference, scheduled for October 23rd at the Oregon Conference Center, has been postponed until Spring 2008 because of low registered attendance.

Anti-graffiti ordinance
The committee working on the anti-graffiti administrative rules held their final meeting October 22nd. Commissioner Leonard's office is creating the final document from the recommendations.

His office will send a press release to the Oregonian next week. Hardware stores, auto repair and detailing businesses, craft and art stores, and general stores selling any of those items will be sent notices within the following two weeks.

The ordinance will take effect on November 1, 2007. It requires spray paint, paint nozzles, glass cutting tools, and marker pens using paint to be securely stored and stores to take proof of identity from customers before selling those items.

Ornamental Tree Lighting
If you plan to light street trees for the holidays or longer, you must get a permit. The bond is covered by the APNBA. If the business district does not obtain a permit, individuals who light their trees must.

Containers in the Right of Way - CROW
The council recently agreed to regulate trash and recycling containers sitting on sidewalks - the public right of way. When it takes effect, business will be allowed to put their trash containers out for pickup and then must promptly get them back off the sidewalk.

Portland business districts have few alleys, parking spots, or space behind the building to store trash containers. Many small businesses will have a hard time finding a place for their containers if they can't make arrangement with neighboring businesses that do have available space. Some accommodation may be made for hardship cases.

Deciding how to deal with trash is complicated because the City has not decided whether to franchise commercial trash or how to regulate how food waste is to be treated. Both these new regulations, when passed, might affect how a business complies with CROW.
