Annual Meeting and Elections
April 28th is the annual meeting and elections of the board. The revised bylaws state, "Each BDA is responsible for selecting a representative according to their procedure and informing the Secretary at least two weeks before the annual meeting. Directors must work for or own a business or a business property in Oregon. To be eligible to serve as a Director, a person may not be employed by government or as paid staff of the business district association they wish to represent."

Board members are expected to attend meetings regularly, serve on committees as needed, manage the affairs of the APNBA, and keep our resources and efforts focused on our mission, which is to assist businesses districts throughout Portland by providing counseling, training, research, advocacy, and other resources and activities.
No Containers on the Right of Way
In October Portland City Council adopted a resolution on Containers in the Right of Way. APNBA members Judy Craine and Ken Turner were active with the group. Starting in December, businesses were notified that storing garbage or recycling in the right of way (streets and sidewalks) for more than 24 hours is against the law. The law will be enforced on a complaint driven basis starting in May 2008. Any containers that block the sidewalk or create a nuisance will be ticketed and removed. There will be a rulemaking process for a very few businesses that face extreme economic hardship storing these containers on their own property. The exception is construction drop boxes, which will still be allowed if they have a permit from the City.

Businesses will be able to comply by using existing space on their property, reducing the container size and increasing collection frequency or by sharing collection costs with a neighbor who has adequate storage space. Businesses that need to make structural changes or have questions about city regulations can call City Permitting Services at 503-823-7690.

2010 Winter Olympics
The 2010 Olympic and Paralympic Games will be held in Vancouver, B.C in February 2010. Planning is already underway and organizers are looking to Washington and Oregon to help supply the thousands of items the events will require.

American businesses are encouraged to partner with Vancouver businesses. Here are two websites that can provide much more information about opportunities to do business with the Olympics. They are www.2010commercecentre.gov.bc.ca and www.vancouver2010.com. Opportunities and needs change on a daily basis.

Retail Development Through Public Private Partnerships
The International Council of Shopping Centers is holding an all day forum, "Retail in the Neighborhoods," a series of seminars and discussions covering neighborhood retail, marketing strategies, and design and planning issues on March 4th at the Doubletree Hotel in the Lloyd Center. The Alliance Program is an ICSC forum for the public and private sectors to network, share ideas and discuss development issues and mutually desired retail projects. Positive relationship building is paramount for successful development. ICSC Alliance meetings are both time and cost effective opportunities for public officials, developers, retailers and other industry leaders to grow their relationships and learn from one another.

Portland Plan on the web
The Portland Plan is an effort to update and consolidate Portland's many long-range plans aligned with the results of the VisionPDX conversation. Visit the
Portland Plan site to follow their progress.

VisionPDX
VisionPDX has moved into the action stage and is recruiting members for its Steering Committee. The committee will help prioritize plans, seek partnerships for projects, continue to communicate with the community, and report annually on their progress. Interested community members are asked to submit a letter of no more than two pages in length with the information and answers to questions below. The deadline is Friday, February 8, 2008 at 5:00 PM. Safe Streets - Green Streets
The City Council passed the Safe Streets resolution on January 30, 2008. The fees will be used to repair the commercial streets and city-owned bridges in Portland. Fees are assessed on the kind of business and square footage. Check out the proposed cost for your business by using the trip generation fees calculator/link.

All water users will receive notice of their intended fee before the resolution goes into effect, currently scheduled for July 1, 2008.

Cooleremail explains the unexpected arrival of the November Voice in mid January:
Late last night our ISP experienced a rare and abnormal power problem requiring last minute emergency maintenance, causing our servers to reboot. During the reboot a server with old data was mistakenly brought back online, resending old broadcasts. This action was never intended and we apologize.
