The Price of an Event
In response to the audit findings that the Police have used their entire overtime budget, the Mayor asked the Revenue Department to review what the city charges for events. Research shows there is no way the small neighborhoods and business districts can cover the cost of the police presence at parades or Tri-Met's cost to reroute buses when the street is closed. The city and the police both vehemently agree that they don't want the neighborhood events to stop because they can't pay. It is not reasonable then to expect the for-profit events to cover their entire costs for the same services.
The city, police, Tri-Met, large and small event planners, and the APNBA will continue to meet and work on event criteria, their costs, how much can realistically be recovered, and what charges will be. The revised charges will go before the council for approval and public response. Likely, the process will take until sometime next year.
Safe Streets update
Based on the polling data and the current economic forecasts, Commissioner Adams recommended that City Council not advance the Safe Streets proposal to the voters in November. Until such time as the idea becomes possible, Commissioner Adams proposes that:

City Council dedicate the unanticipated ULF revenue to Transportation for street operations, maintenance and safety. Up to $4.3 million could be annually allocated to Transportation after covering General Fund energy costs.
- City Council transfer the management responsibility for Portland's Smart Park garages, excluding the Rose Quarter parking facilities, to the Office of Transportation. Revenues in excess of expenses, about $500,000 annually, would be allocated to Transportation for operations, maintenance and safety.
- City Staff continue to work with the Safe Streets committees to refine additional funding proposals for 2009. This work includes a variety of funding options through the State that seek to address the funding shortfall. If the State fails to generate the needed revenue, additional local options will be considered following the end of the 2009 legislative session.
Commissioner Adams and the Safe Streets Committee will continue to keep the public updated on their progress.
Marketing Workshop
In association with the Small Business Development Center, the Portland Business Alliance and the Portland Development Commission, the APNBA is hosting a half-day Small Business Marketing workshop on Tuesday, September 16th, from 7:30 am to 12:00 noon at the Lloyd Center Doubletree Hotel.
Small businesses, and particularly small retail businesses, are facing significant challenges in today's tight economy. This unique program is aimed at providing business owners with information and techniques for overcoming these challenges.
Participation in the workshop is limited to 75 people. Registration fee for APNBA BDA members is $20.00 per person in advance (non-members $25.00 per person in advance.) There will be no at-door registration for this event since space is limited. Cash, checks payable to APNBA, VISA and MasterCard accepted. Multnomah County Needs You!
Multnomah County is facing a significant budget reduction for the next fiscal year. Would you like to be part of a citizen group that advises the county commissioners on how to make that reduction as wisely as possible?
Consider joining a Citizen Budget Advisory Committee (CBAC). CBACs work with County offices and departments and directly advise the county commissioners. Committee members provide expert advice on priorities during the budget development process. They also advise departments and offices throughout the budget year on how the budget implementation is going.
There are vacancies on Citizen Budget Advisory Committees that work with:

- Community Justice
- County Management Services
- Community Services
- Non-Departmental
- County Human Services
- Sheriff's Office
As a resident of Multnomah County you have the right to say how you want your tax money spent; to plan for the future; to recommend programs, operations and policies; and to advise on budget and services. Portland Plan update
After collecting information from businesses and residents, the City drafted its work plan and on June 8 the Planning Commission approved the Draft Preliminary Work Program. Council will hold its first public hearing on the Draft Preliminary Work Program on Wednesday, August 6 at 2 p.m. in City Hall, located at 1221 SW 4th Avenue.

June 2009 event
