Non-profits and the 990-N
IRS Most small tax-exempt organizations with gross receipts that are normally $25,000 or less must file the federal government's Form 990-N, called the e-Postcard. Exceptions to this requirement are organizations that are included in a group return and churches, their integrated auxiliaries, and conventions or associations of churches.

The first 990-N was required in 2008 and three years without filling in the form makes an organization liable to lose its non-profit status. The form is simple, is filled out online, and requires only:
  • Employer identification number (EIN), also known as a Taxpayer Identification Number (TIN)).
  • Tax year
  • Legal name and mailing address
  • Any other names the organization uses
  • Name and address of a principal officer
  • Web site address if the organization has one
  • Confirmation that the organization’s annual gross receipts are normally $25,000 or less
  • If applicable, a statement that the organization has terminated or is terminating (going out of business)
The Employer identification number can be obtained online from the
IRS. For more information on the 990-N, visit the IRS page on Charities and Non-Profits.

From the desk of the Executive Director
Jon Turino Now that Spring is here, the pace of meetings and activities is picking up rapidly. The APNBA held a very successful annual meeting on April 28th at Wilf's Restaurant to elect the new Board of Directors for 2009-2010. Portland City Commissioner Nick Fish was on hand to welcome the 60+ attendees and provided a cogent update on several of the issues facing businesses in Portland. APNBA President Jean Baker provided the annual “State of the APNBA” report and, after introductions and the election, we heard from Byron Estes of the Portland Development Commission about the new initiatives in that organization aimed at helping the members of our neighborhood business associations. All in all, it was a very informative, enjoyable and useful meeting – especially so with the networking and announcements of upcoming BDA-sponsored events.

Upcoming for APNBA, of course, is the Annual Conference set for June 4th at the Lloyd Center Doubletree Hotel. Ninety-eight percent of last year’s 70+ attendees said they would recommend participation in this year's conference to their peers. We're shooting for 250+ participants this year with a similar two-track morning program plus four afternoon workshops. And we have a great keynote speaker for the morning plenary session plus two lunch programs. You can find full information, and a registration form, on the APNBA web site by clicking on the Conferences and Workshops tab.

This year the conference has several sponsoring organizations that will be on hand to talk to participants about their wares and services. Our sincere thanks go to Portland General Electric, the Portland Tribune, the Portland Business Alliance, Mt. Hood Community College and the Portland Development Commission for their generous support of the conference. If you didn’t get a chance to participate last year, please make it a priority for this year. You can see highlights from last year's sessions, plus all of the presentations, on the APNBA web site. Space is limited, so register early to make sure you get a place at the table and take advantage of the early registration and multiple participant discounts. This year’s program is filled with "don’t miss" presentations that will provide you with immediate value. So don’t put it off - mark your calendar and register for the conference today! We look forward to seeing you there.

Street Renaming
The Planning Commission listened to testimony from over 40 people on the possibility of renaming 39th Avenue to honor Cesar Chavez Boulevard. They had previously eliminated Grand Avenue and Broadway as having sufficient history to make them ineligible.

Since testimony continued until almost 10:00pm, the Commission declared that they would deliberate and decide on their recommendation to City Council at their next regular meeting on May 12th at 12:30pm. No public testimony will be taken.

At an as yet undated session, the City Council will hear the Commission's recommendation, accept further testimony, and decide whether to accept the recommendation or consider another venue for honoring Cesar Chavez.
